Why Elite HR

Two problems, one partner

Most companies come to us with one of two things: they need people, or they need to be in Saudi Arabia. Often both, and usually at the same time.

Elite HR was built to answer both from a single point of contact. On the talent side we run searches from any country into any country, and most often into Saudi Arabia, the UAE and the rest of the Gulf. We then handle the mobilisation that follows: the paperwork, permits and travel that turn an accepted offer into someone actually at work. Around both, we advise on the HR itself: policies, pay structures, and the Saudisation and Emiratisation targets your hiring has to meet.

On the Saudi side we establish your entity, keep its licences and registrations current, and staff it. Where you need people in the Kingdom before your own entity can employ them, they are employed through our group there. None of it requires you to have a presence in Saudi Arabia first.

You deal with one team and one contract, from the first conversation to the last renewal.

What we do

Six services across three areas

Getting the right people in place, building the HR they work within, and setting up and running your company in Saudi Arabia.

Talent, anywhere

Available in the UAE and worldwide

01

Recruitment

Permanent and contract hiring from any country into any country, with deep expertise in Saudi Arabia and the Gulf. We work from your specification, screen against the technical and regulatory requirements of the role, and advise on what the salary needs to be to actually land the person.

Recruitment in detail

02

Global mobilisation

Getting people from where they are to where the work is. Entry permits and work authorisation, medicals and attestations, flights and arrival logistics, onboarding on the other side — coordinated as one sequence rather than handed between parties.

Mobilisation in detail

HR advisory

Available in Saudi Arabia

03

HR consultancy

An HR function diagnosed, designed and documented. We start with an HR assessment scored across nine areas, then build what is missing: organisation structure, job descriptions, grading and salary structures, incentive plans, policies and procedures, and performance frameworks, built for UAE and Saudi labour law.

Workforce services

Manpower supply and Employer of Record inside the Kingdom. Your people are employed through our group in Saudi Arabia, which carries the contract, payroll and regulatory obligations while your team directs the work.

Workforce in detail

The group

The group behind us

MENA Business Investment Group was founded in Barcelona to connect European expertise with the Saudi and wider MENA market, and now has a presence in Riyadh, Jeddah, Beirut, Barcelona and the UAE. It works across corporate services, administration and PRO, advisory, finance, recruitment and staffing.

Elite HR runs its own mandates and holds its own client relationships. What the group gives us is depth to call on, so that accounting, payroll or advisory scope can sit under the same contract when a client needs it. You deal with one team either way.

Compliance

The regulatory work sits with us

Hiring in the Gulf is rarely blocked by finding the person. It is blocked by everything the state requires afterwards. These are the obligations we take on.

Saudi Arabia

Where we establish, maintain and staff
  • Investment licence. MISA licensing for foreign-owned entities.
  • Commercial registration. CR, articles, national address, chamber membership.
  • GOSI and Qiwa. Social insurance registration and contracts maintained on Qiwa.
  • Nitaqat. Workforce planned around your Saudization band.
  • Payroll and WPS. Salaries processed through the Wage Protection System.
  • Iqama and renewals. Visas, iqama issuance, renewals and exits.

Sectors

Sectors we hire for

We lead in three areas, where the Gulf is building fastest. Our search methodology does not change by industry, so we hire across others too.

  • Energy and industrial
  • Construction and infrastructure
  • Corporate and technology

Also

  • Facilities management
  • Logistics and transport
  • Healthcare
  • Hospitality and events

Tell us what you need and where.

Roles, volumes, destinations, timeline. We will come back with the route that fits and what it involves.

Six services, one partner

Recruitment and mobilisation get the right people to the right place, wherever they are going. HR consultancy builds the structures they work within. Business setup, company maintenance and workforce services establish and run your company in Saudi Arabia. Every engagement is contracted and managed by Elite HR, under one relationship.

Service 01

Recruitment

Any country to any country, with deep expertise in Saudi Arabia and the Gulf

Permanent and contract hiring, from executive search to volume hiring of skilled and semi-skilled workers, sourced against your specification and screened before you ever see a CV.

We hire into the Kingdom, the Emirates and the rest of the Gulf, and we run cross-border searches anywhere: a Filipino technician into Abu Dhabi, a Spanish project director into Riyadh, a British finance lead into Dubai. The candidate's origin and the destination are both variables. What stays fixed is that we screen against the technical requirements of the role and the immigration reality of the destination before presenting anyone.

What you get

  • A shortlist screened on capability, not availability
  • Candidates pre-checked against destination visa eligibility
  • Salary and package benchmarking for the destination market
  • Hiring planned around Emiratisation or Nitaqat where relevant
  • A single recruiter accountable for the search
  • A 90-day replacement guarantee
  • Candidates engaged in English, Arabic, French and Spanish

How we work

We start from the role, not the CV pile. That means a scoping conversation about what the person actually has to do, what the site or office is like, and what the package can stretch to. We then source from our own network and open market, screen technically, and present a shortlist with honest notes on each person — including the reservations.

Where the hire crosses a border, we flag the immigration path at shortlist stage rather than at offer stage, so a preferred candidate does not turn out to be unplaceable.

We never charge candidates a fee.

Who it is for

  • Companies hiring into the UAE, with or without an established HR function
  • Contractors and operators recruiting from labour-supply markets
  • Businesses with nationalisation targets to hit
  • Firms hiring specialist or hard-to-source roles

Typical situations

  • Building a country team from nothing
  • Replacing a critical hire quickly and quietly
  • Volume hiring for a project mobilisation
  • Sourcing a skill set that does not exist locally

Discuss a role

Service 02

Global mobilisation

Any country to any country

Getting people from where they are to where the work is, as one coordinated sequence.

An accepted offer is not a filled role. Between signature and first day sits authorisation, attestation, medicals, tickets and arrival — usually split across three parties who each assume someone else is tracking it. We take the whole span, whether the person is someone we placed or someone already on your payroll being moved.

What you get

  • Work authorisation and entry permits for the destination
  • Document collection, attestation and legalisation
  • Medical screening and biometric appointments scheduled
  • Flights, arrival and first-week logistics
  • One tracker covering every person in the move
  • Government fees passed through at cost, or included in one all-in price per person, whichever you prefer

How we work

We map the route before anyone books anything: what the destination requires, what the origin country will and will not attest, and where the realistic delays sit. From there it runs as a schedule with named owners and dates, and you get a status view rather than a series of chased emails.

For group moves, we sequence arrivals against site readiness so people are not landing into accommodation or clearances that are not there yet.

How long a move takes depends on the origin and destination countries. We give you a route-specific estimate before anything is booked.

Who it is for

  • Companies relocating existing staff between countries
  • Contractors mobilising crews onto a project
  • Businesses without an internal mobility function
  • Anyone who has had a start date slip on paperwork

Typical situations

  • Moving a project team onto a new site
  • Transferring specialists between group entities
  • Bringing a labour cohort from a supply market
  • Rotating staff in and out of a long assignment

Plan a move

Service 03

HR consultancy

Kingdom of Saudi Arabia

An HR function built properly: diagnosed first, then designed, documented and signed off piece by piece.

Most HR problems in the Gulf are not about people. They are about structures that were never written down: no grading, pay set case by case, policies copied from another country, and a nationalisation requirement nobody has planned against. We diagnose your HR function first, then build what it is missing, in the order each piece depends on the last.

What you get

  • An HR assessment scoring your function across nine areas, from organisation and reward to compliance and HR technology, with a maturity rating and a prioritised action plan
  • Organisation structure and a controlled list of positions
  • Job descriptions for every role, in English and Arabic
  • Job evaluation, grading and salary structures
  • Annual incentive plan design
  • An HR delegation of authority matrix
  • An HR policy manual, process manual and the forms that run them
  • A performance management framework and competency dictionaries in English and Arabic
  • Saudisation (Nitaqat) and Emiratisation requirements built into the assessment and the policies

How we work

Every engagement starts with an HR assessment, typically six to nine weeks: a document review, structured interviews and an analysis of your workforce data. It ends in a scored report and an action plan.

From there you choose what to build: the high-priority items, or the full programme with implementation support. Each deliverable is priced and signed off on its own, so you can buy in stages. Where the work leads into hiring, our recruitment team picks it up.

Who it is for

  • Companies that have grown faster than their HR
  • New entrants to the UAE or Saudi Arabia setting up HR for the first time
  • Businesses facing a nationalisation target or a labour inspection
  • Groups aligning HR across more than one Gulf entity

Typical situations

  • Building an HR function from scratch for a new Saudi or UAE entity
  • Putting grading and pay structures in place before a hiring round
  • Replacing policies copied from another country with ones written for local law
  • Preparing for a nationalisation review, labour inspection or due diligence

Service 04

Business setup in Saudi Arabia

Kingdom of Saudi Arabia, arranged from anywhere in the world

From decision to operating company in about three months.

Saudi Arabia rewards early entrants and punishes badly structured ones. The activity you licence, the ownership you declare and the entity type you choose decide what you can do later: bid for government work, sponsor visas, repatriate profit. We advise on the structure first, then take you through three phases, running steps in parallel wherever the rules allow.

How it runs

1

Month 1 · Prepare

Structure and activity advice. Documents collected, translated and attested.

2

Month 2 · Register

MISA investor registration. Commercial registration. Chamber of Commerce.

3

Month 3 · Activate

Government portals and ZATCA. Municipality and Civil Defence. General manager's iqama and bank account.

Structures we set up

  • Limited liability company, up to 100% foreign-owned
  • Branch of a foreign company
  • Regional headquarters (RHQ)
  • Industrial and engineering licences
  • Individual establishments

How we work

Legal advice on the structure and the licensed activity is included, before anything is filed. Most delays come from attestation in the home country rather than from the Saudi side, and you are told at the outset where yours are likely to be.

Also available

  • A general manager on record while you recruit your own, so filings, portals and banking are never held up
  • Staff in the Kingdom before your entity can employ them, through our workforce services

Who it is for

  • Foreign companies entering Saudi Arabia for the first time
  • Businesses bidding for Saudi work that requires a local entity
  • Groups establishing a regional presence
  • Companies that have been quoted a timeline they do not believe

Typical situations

  • Winning a contract that requires local registration
  • Converting a representative arrangement into a real entity
  • Establishing ahead of a giga-project or event programme
  • Restructuring an entity that was set up wrong

Start a setup

Service 05

Company maintenance

Kingdom of Saudi Arabia

Keeping a Saudi entity in good standing after the excitement of setting it up has passed.

Saudi registrations expire on their own schedule and most of them block something else when they lapse — an expired CR stops you signing, a lapsed licence stops you sponsoring. The failures are almost never strategic. They are a renewal nobody was watching. We watch them.

What you get

  • Representation before MISA, the Ministry of Commerce and other authorities
  • Licences, certificates and registrations tracked and renewed before they lapse
  • Chamber, municipality and national address kept current
  • Changes to activities, capital, partners or managers
  • New permits as your activity grows
  • A monthly report: what was done, and what is due next

With a 12-month company maintenance plan, business setup is included at no additional cost. One monthly fee covers both.

How we work

We take an inventory of what you hold, when each item expires and what it gates. That becomes a calendar you can see. We file renewals ahead of expiry and handle amendments as they arise, escalating to you only where a decision or a signature is genuinely needed.

Where the group's accounting, PRO or advisory teams are the right people for a piece of scope, we bring them in under our contract rather than sending you elsewhere.

Who it is for

  • Companies with a Saudi entity but no permanent local admin function
  • Groups running the Kingdom from a regional head office
  • Entities that have already missed a renewal once
  • Businesses preparing for due diligence or an audit

Typical situations

  • Taking over maintenance from a departing local partner
  • Cleaning up registrations before a tender or investment
  • Changing shareholding, activity or general manager
  • Keeping a dormant entity alive and compliant

Service 06

Workforce services

Saudi Arabia only — not offered in the UAE

Manpower supply and Employer of Record inside the Kingdom, where our group holds the employment relationship and you direct the work.

Two routes to the same outcome. Manpower supply puts our workforce on your sites for a defined scope or duration. Employer of Record makes our group the legal employer of your own hires in Saudi Arabia, which lets you staff the Kingdom before your entity exists or while it is still being licensed.

What you get

  • Skilled, semi-skilled and general workforce, employed on our group's payroll in the Kingdom
  • Employer of Record cover for your own hires in the Kingdom
  • GOSI registration, Qiwa-registered contracts and Ajeer where required
  • Payroll run through the Wage Protection System
  • Visas, iqama issuance, renewals, leave and end of service
  • No employment liability carried on your books

How we work

We scope trades, headcount and duration with you, mobilise from our pool or recruit against your specification, and take on contracts, visas, onboarding, payroll and GOSI. Day-to-day supervision sits with your site or office team. The employment relationship and the regulatory exposure sit with our group.

Where headcount affects your Nitaqat band, we factor that in from the start rather than presenting it as a problem later.

Who it is for

  • Contractors with fluctuating project headcount
  • Companies entering the Kingdom before an entity is operational
  • Businesses that want capacity without permanent headcount
  • Firms reducing their compliance exposure in an unfamiliar jurisdiction

Typical situations

  • Ramping a construction or industrial site
  • Hiring a small country team before formation completes
  • Covering a fixed-term contract or seasonal peak
  • Testing the Saudi market before committing to an entity

The clearest way to tell our services apart is to ask who ends up employing the person, and where.

Privacy policy

Draft outline. This page needs review against UAE Federal Decree-Law 45 of 2021 on personal data protection and Saudi Arabia's Personal Data Protection Law, and against GDPR where candidates or clients are in the EU, before the site goes live.

This policy covers personal data handled by Elite HR Partners FZ-LLC, trade licence 4422222.01, Business Centre, Sharjah Publishing City Free Zone, Sharjah, United Arab Emirates.

What we collect

Through this website we collect only what you send us: the name, contact details, company and enquiry text you enter into the contact form. Through our recruitment work we also hold candidate information — CVs, qualifications, work history, and the documentation required to obtain work authorisation in a destination country.

Why we hold it

  • To answer your enquiry and deliver the service you asked for
  • To present candidates to clients, with the candidate's knowledge
  • To obtain visas, permits and registrations on a person's behalf
  • To meet our legal and regulatory obligations

Who we share it with

Candidate details are shared with a prospective employer only where the candidate has agreed to that specific submission. Personal data may be shared with government authorities where a permit, visa or registration requires it, and with other MENA Business Investment Group entities where they are delivering part of your engagement. Where an engagement runs between the UAE and Saudi Arabia, or a client is based elsewhere, personal data is transferred between those countries for that purpose.

We do not sell personal information and we do not share it for advertising.
